Complaints and Appeals

When handling complaints and appeals, the editorial office follows the relevant guidelines of COPE.

Review Procedure

In the case of complaints and/or appeals against editorial decisions, the following procedure is applied:

  • Any complaint or appeal is first reviewed by the Editor-in-Chief and/or the Handling Editor who was directly involved in the editorial process.
  • The Editor-in-Chief may involve two members of the editorial board who have relevant experience serving on editorial boards of other journals and can assist in resolving the dispute, clarifying the circumstances described in the appeal, and ensuring proper application of the journal's editorial policies and publication ethics.
  • If the actions (or inaction) of the editorial staff mentioned above are themselves the subject of the complaint, the complainant should обратиться to the Coordination Center for the publication of the series "Bulletin of Taras Shevchenko National University of Kyiv" email: This e-mail address is being protected from spambots. Such complaints are reviewed at a meeting of the Editorial and Publishing Council of the Coordination Center with the participation of the Editor-in-Chief and the Handling Editor.

Principles for рассмотрение Complaints and Appeals

During the review of complaints and appeals, the following principles must be observed:

  • mutual respect among all participants in the editorial process and the presumption of good faith unless proven otherwise;
  • granting all concerned parties the opportunity to present their arguments in support of or against the claims;
  • proper notification of all participants whose rights and/or interests may be affected;
  • striving to resolve disputes through compromise and mutual understanding.

Complaint Regarding the Scientific Quality of an Article (e.g., appeal against rejection)

The author must provide a detailed justification addressing each reviewer comment.

The Editor-in-Chief considers the arguments of both authors and reviewers and makes one of the following decisions:

  • reject the appeal due to lack of merit;
  • uphold the appeal;
  • refer the case to the Coordination Center due to inability to make a final decision independently.

The complainant is informed of the decision with an explanation. Decisions on appeals are final, and new submissions take precedence over appeals.

Complaint Regarding the Editorial Process (e.g., review time)

The Editor-in-Chief, together with the Handling Editor and the leadership of the Coordination Center, investigates the case. The complainant will receive a response. The results will be used to improve editorial and publishing processes.

Complaint Regarding Publication Ethics (e.g., author or reviewer conduct)

The Editor-in-Chief or Handling Editor follows COPE, EASE, and publication ethics guidelines. In complex cases, consultation with the Coordination Center may be sought.

Final Decision

A final decision to reject a complaint or appeal cannot be reconsidered or appealed. The editorial office does not engage in further correspondence with authors regarding a rejected manuscript after such a decision.
